How to choose
between them

Four pages is a single folded sheet and needs no stitching. It will read as a leaflet, which is right for one announcement and wrong for anything meant to feel like a publication. Eight pages is the first genuinely bound extent and the minimum that reads as edited: a cover, a lead, a secondary piece and a back page. Sixteen is where a contents page becomes possible and a heavier cover stock starts to matter against the weight of the text block.

Plan the page map before writing rather than after. Filling a fixed extent with finished copy is much harder than writing to a plan, and sixteen pages holds less than most people estimate once images and white space are allowed for. If you want a section on different stock, say so early. Pages print in groups, so a stock change has to fall on a signature boundary rather than mid-section.
